[ROLSS] New ARG time stamping

Dear users,

a new time stamping for ARG files (G2_L20S and G2_L20L) has been implemented. 
>From now on, files are named according to the time of the main NANRG file used 
to create it. 
First files with new naming convention are:
G2_SEV1_L20L_20060209_092755_V002.hdf.gz
G2_SEV1_L20S_20060209_092755_V002.hdf.gz
