[ROLSS] Edition 1 release paper

Dear ROLSS users,

The release paper describing the Edition 1 GERB data processing is now 
available online as http://gerb.oma.be/gerb/Publications/cospar_gerb.pdf .  
The paper describes contains an empirical correction to be applied for the 
GERB emitted thermal fluxes.  The correction is given as equation 9 and 10 at 
the end of section 4 of the paper.  The correction mainly affects the emitted 
thermal fluxes over cold clouds and hot desert.
