[ROLSS] Update to GERB status

Dear all,

A series of problems encountered during testing and attempting to return
to NORMAL mode means that NRT GERB data is still not available. The
current status is that we do not expect normal data collection to begin
until the week beginning the 6th September, at the earliest.

As far as we can tell at the moment, the anomalies observed are not
permanent and are not expected to affect data quality in any significant
way. We are proceeding slowly and carefully, however, as we are in
eclipse season and do not wish to place the instrument in a situation
where it may be at risk.

do not hesitate to ask.
